Whats best make-up foundation for oily skin?

what would you recommend for oily skin foundation and that would not make you break out because i used Maybelline Mineral Power Natural Perfecting Powder Foundation and i hate it i though it was going to be good but it wasnt . its sooo annoying really there are no products out there to eliminate oil 100% on the face BUT there are products that help decrease the oil and more of it building up. i use covergirls oil control foundation


it works wonders it decreases the oil and shine i think its under 10 dollars and best of all it comes in PLENTY of skin tones

I find that Cover Girls new tru blend foundation works really well. It gives good coverage and stays on even during sports. The only down sde is that it doesn't actually contain any moisturizers, but because it is a liquid foundation, it doesn't dry out your skin. I ue it personally and I think it's fabulous. It even has the tru blend system which matches you with your perfect shade of concealer and blush.
you could get one of those mineral foundations, maybeline has good ones. Or if you want a super foundation you should get the SK-II Air Touch foundation it's supposed to be amzing but its realllllly expensive.

The norm is a mineral makeup or a something like Lycogel MD.


Lycogel is full coverage breathable makeup used on sets where the actress has acne problems. The problem with this makeup is the colors are limited so they usually have artists custom blending these for them and they are REALLY expensive. The lycogel runs around $50 a bottle at www.lovelyskin.com.


For mineral makeup the most common are Jane Iredale or Youngblood because of their pigment content. For acne skin the Jane Iredale pressed base pressed into skin with a sponge gives full coverage that is breathable. Most minerals are sheered out for more sheer coverage like bare escentials or bare minerals for soft coverage. You won't find those on a set or typically used by people who can afford the best and are photographed a lot.


The Lycogel is the most waterproof of the two.

I am a professional makeup artist and know A LOT about this field. First off ';powder'; is far different than ';powder foundation'; aka powder mineral makeup. Face powder is usually a very matte product and does not contain high amounts of pigment(color), zinc oxide or titanium dioxide, the essential ingredients in a foundation that cause coverage and color. They are also loaded with chemicals, binders and fillers that really make it cakey. ';Powders'; are usually a lightly tinted talc or cornstarch that is merely meant to absorb oil, not cover. The difference is really just on how it looks on your skin.


If you want a matte look then use a powder foundation.


If you want dewy then it's best to go for a liquid.


Some foundations sit better on different skin types.


You probably won't want to use a powder if your very dry.


A liquid might not work on really oily skin types but a liquid with a mattifying ingrediant is great for controlling the shine and evening out the skin.

    There are many ways to apply concealer and foundation


    but my technique in which i found effective was that i put on concealer before my foundation and then i can touch up after if i need to.


    rule of thumb:


    reddish blemishes: green concealer


    redness on your face can be found around your nose and pimples


    bluish under eye circles: Counteract with peach


    and salmon to highlight key areas.





    BRONZER:


    bronzer could be applied all over your face to make it glow or add color if you're really white


    it can also be used to contour


    contouring really makes your face look longer and narrower which is nice for ppl with wide faces if they dont like it


    use a contouring brush my fav is mac168


    and lightly brush it on beneath your cheekbones


    if u dont know where they are, make the fish face

    The 3 pack is not on the website, but I know for a fact it is sold at Target. It's probably sold at Walmart, and wherever they carry physician's formula products. The colors I saw that it came in were fair, light, and medium.





    I have oily skin, so here’s a tip if you do, too. Just carry around the Talc-Free Matte Finishing Veil in a purse or backpack (for school or work or shopping or whatever) and apply it when you feel oily. It's 100% translucent, so it just eats the oil without looking chalky or heavy.





    To me, the mineral powder and blush looked hard, like I'd have to scrape it with my powder brush, but really it comes of quite easily. Take the brush it comes with and just dab it on, it'll come off without any rubbing at all.
    I use Sonia Kashuk, They sell it at Target, it is a white case, and you can use it either wet or dry it comes in powder form and you can use it as is, or you can wet your sponge and use it that way as well.... Dry use is for a light coat, and wet usually adds aa little bit more.
    Shiseido is my best foundation. A lot of the regular stuff aka Covergirl, Maybeline, etc gives me pimples. Shiseido is by far the cleanest, lightest foundation ever! Comes in a handy pump bottle that gives you just enough you will need for the day!
    I use L'Oreal Bare Natural mineral foundation. I love, love, love it. I have never had a make up that worked so well for me. I also used to get pimples a lot but since I started using it, I only get them once in a blue moon!

    For a drugstore brand, L'Oreal True Match is very good.





    For department store brands, I like Prescriptives.
    I really like Neutragena. They have great options for unbalanced skin tones and are sensitive on acne prone/dry skin. Good luck!

    The best drugstore brand? Physicians Formula is great, because it comes in many varieties of foundation (powder, liquid, etc.), and, not as importantly, comes in great packaging.


    It is also of a much higher quality than nuetrogena etc., which might as well just be paint. Physicians Formula has vitamins and minerals in it that enrich the skin, not strip away from it, so it would help cure the patchiness on your face, not just cover it up.

    I would recommend trublend. this foundation blends your natural skin tone, and evens it out into one tone. i have the same problem and this seems to fit your needs.

    Any powder kind. Liquid is not goo dbecause it comes of easily and has crap in it. Use Bare Minerals or get a powdered foundation. They appear less oily. Just don't put too much bcause then it looks totally fake.

    Powder foundation...I think it's Maybeline (if thats how u spell it lol), but you could also go to ProActiv.com, they have makeup available, and I don't think they'll give you foundation that will give you acne (because oily skin means acne...trust me, I've got it bad and I'm only 12, and ive had it since I was 8)
    anything that is oil-free is a start....i would suggest a powder-to-liquid kind
    I like Revlon Colorstay with Soft-Flex, and I use a bit of mineral powder by Physician's Formula over it.
    I have been using Clinque powder over ten years and it works great. They also have good foundations. Also Loreal infallible.
    Neutrogena foundations are the best for my oily skin.
    I agree with absolutbianca, MAC is by far the best. I LOVE IT!! At least when I can afford it. Its an absolute forture in the UK!!

    well all i know is that makeup from like cvs or walmart have a thing called talc and it is a bacteria and when you re apply or put it on your face you are clogging your pores with a bacteria that causes acne.

    First I want to point out if you don't need don't use it. If you do then here's my theory on it. Try using a cucumber slice on each eye to rehydrate the sockets that cause bags also try bengay on the bags to get rid of them. get more sleep and take some time for your self. That is my remedy for baggy eyes. The rest is a way to get you to spend unnecessary money.
    Save your money...that stuff couldn't possibly work.

    sephora carries a concealer that is specifically meant to cover tattoos. it's by kat von d. and im sure its a little pricey, but it works wonders!

    Honestly, foundation is the worst care for your face. You need to buy daily face lotion that evens out your skin tone and they also have cream for acne scars. But do not wear foundation. It clogs all your pores and causes acne. If anything use powder. If you can't live without foundation, try bare mineals. They advertise it on television.     But it isn't a liquid foundation. It is just a powder that acts as both. I was skeptical that it would be just like powder and not really stick or cover very good but boy was I wrong! It's awesome. Plus you can just buy one of their concealer sticks and use one of their concealer brushes to apply it then put on their mineral powder foundation. I would suggest buying the ';try me kit'; and then buy the concealer and a concealer brush separately since the try me kit doesn't contain them. It's a little pricey but totally worth it! Good luck!!
    BARE MINERALS-you would not believe this stuff!!! Best stuff out there!
    yup, I use the Mary Kay for oily/combo skin- I love it and it lasts all day without feeling heavy
    I got the starter kit for BareMinerals for Christmas, and I have not been more pleased with make-up. It makes it look like you've got naturally perfect, glowy skin. It's all natural, so it won't clog your pores or anything, and it lasts all day.


    If you don't get a kit with the concealer brush, make SURE to buy it though, because it's the key to covering up scars and blemishes.
    I have a reccomendation for the scarring: MD Forte glycolic acid face wash, and one of the glycolic lotions as well. They will help smooth your skin out alot, and a bottle will last at least 6 months as you only need a little morning and night. You can buy these or similar products on many websites such as skinstore.com I suggest the MD forte line because I have tried several and theirs are good concentrations of glycolic acid and ph balanced enough to work but not be overly irritating.
    Mary kay is a great product but you might want to try Bare Minerals. Its all natural and wont clog pores.

    Wash your face with a soap made for oily skin next use a powder that will soak up the oils.
    Start with a skin care regimen for oily skin. Wash, toner or astringent, and moisturize. If you don't moisturize your skin it will produce more oil to compensate for the lack of moisture. Make sure you get one that is oil-free.





    Use an oil free foundation, liquid is fine, and set it with loose powder. This will give your makeup more staying power.


    For in-between touch-ups use blotting papers to blot up excess oil, then lightly powder again---you can use pressed powder for this. Another option is primer, which is carried by some of the higher-end makeup lines. I've heard that MAC makes a good one.





    You may also want to get some sort of clay mask and use it a couple of times a week. These are great for pulling out junk and excess oil from pores. Last but not least, do not SCRUB your face. It only irritates it and makes it go crazy with oil and acne. Treat your skin like something fragile and precious, it's not made to take 80-grit sandpaper.

    Oily skin is hard to handle because it might not be all over just in certain areas of the face like your t zone. i would recommend proactiv or clinque. i have useed both of these when my face was oily and they both work great. and for the make up try bare minerals, or any make up line that as a powder mineral substance. i use bare minerals because it will stay all day and you don't have to touch it up. and if you get shinny they have this great stuff called mineral veil and it takes 5 seconds to apply. i can do my whole face in about 3 mins. in the morning and that is a wonderful time saver.
    every night wash your face with a mixture of baking soda and water. about 2 parts baking soda, 1 parts water. this will help your oily skin and prevent acne. try a loose powder for your foundation. NEVER DO LIQUID FOUNDATION! hope this helps!
    First of all, don't use a moisturizer! I know that they say that you should wear a moisturizer no matter what your skin type, but this is simply not true. The oil that your skin glands are releasing is your skin's natural way of moisturizing itself. So why would you want to add extra fake moisturizer? It just doesn't make sense. So skip the moisturizer completely. Just make sure you don't overwash your face, as this can dry it out and throw your skin off balance, causing your skin glands to produce MORE oil than usual. (But if you have combination skin, use moisturizer only in the dry areas).





    Also, make sure the facewash you are using is formulated for oily skin, because the facewashes that are for dry to normal skin have extra emollients and moisturizers in them, which you don't need.





    Now with your makeup, I suggest you switch from a liquid makeup to a powder makeup. I like Bare Minerals because it has no extra stuff that I don't need-- just coverage. Liquid makeups tend to have all sorts of bad ingredients in them that can block your pores (even if the product says noncomedogenic on it) and irritate your skin. They also tend to have moisturizing ingredients, which you don't want as they will encourage your skin to get oilier faster.





    I like to carry oil-blotting sheets with me during the day when my T zone can get a little oily. They work wonders because they don't take off your makeup, just the oil.





    You can also carry some powder with you to dust on your face when it gets oily. The powder will suck up the excess oil and make your face drier.

    Much depends on your age and what level of coverage you're looking for. I am 51 and have great skin but full of sun spots so I use the Revlon One-step compact which uses a puff pad but is moist so it's a foundation and powder in one and it's full coverage but not pasty or thick.What Make-up Foundation should I choose?
    If you want a lighter coverage (which i'd reccomend with skin like yours), powder is best such as a mineral foundation which doesn't block your pores. As for your dark circles, just buy a good concealer to cover them and your occasional blemishes.     For Me MAC, they have many differnt shades to choose from. I would use both liquid and powder. If you just use powder your face will end up looking very choppy. Also make sure to use lotion before applying the makeup.What foundation make up is good?
    I use mary kay. I get the right face system for me in my climate (which is really hot %26amp; humid in the summer, cold n humid in the winter). So I get formula 3 for oily prone skin and I use the full system. I buy it on ebay for a 3rd of the price after I look at their online catalog and pick out what I like.





    after you use the face cleansing stuff (DONT FORGET MOISTURIZER, it's the most important step) then I put on the foundation. It goes on perfectly after using their cleaning products and it feels like I'm not wearing anything. I usually get liquid foundation (because it's oil free unlike matte finishes or cream to powder), and I set it with translucent (invisible) powder. It doesn't break me out and just evens out my skin tone without making me look cakey.





    I have tried other things, but store bought stuff always turns orange, and mineral make-up wipes off on anyone I hug.

    It depends on your skin type. Is your skin oily or dry? The younger you are, the less coverage you usually need. A good one is Revlon Colorstay Active wear which comes in a tube and stays on well but looks natural. Read the labels. If your skin is oily, you might want to find something that is oil free.....makes sense, doesn't it? There is no ';perfect'; product but there are lots of good ones and proper application is important. Go to a counter in a department store for some free advice if it will help.
    Well, I use L'oreal products- and I don't have pimples anymore (I'm 45) If you have acne, powder foundation would not be a good idea. It will crack around the pimple, making it more obvious. You need to find a good concealer. I have dry skin, so I use a liquid foundation. I trust L'oreal. ( Lancome owns them) Maybe go to a Nordstroms or a Neiman Marcus, and have someone try different foundations on you? Good luck.

    Honestly, not every foundation works for every person, as you have found out. If they did, then we wouldn't have so many brands out there.





    Liquid foundation is just that a liquid. It goes on wet and dries.


    Powder foundations go on dry, and stay that way. Some of them though, you wet the makeup sponge, swipe it in the powder, then put it on. I personally find that many of these have good coverage. As an added bonus, many like this can also be used dry as a powder. So you only need to carry one thing with you.





    If you have acne prone skin, look for one that is water based. Or try a mineral type. These are pretty good for your skin. good ones can be pricey though.

    You should first make sure that the red is not rosacea, if you have rosacea, then putting makeup over it will most likely make it more red and permanently worse. I use Eucerin Redness Relief - Daily Perfecting Lotion. I just use a drop of it for each half of my face, if you use too much of it then it looks really bad, but just a little bit helps cover up redness and its safe for rosacea skin, so if you do have rosacea, I recommend that. If you don't, then go with what the other people say, because its not so good for people without rosacea.

I avoided cuddles unless my face wasn't covered by him at all and avoided kissing too. He started thinking that my problem was with him! If he did kiss me I would go to the bathroom right away to correct my make-up. One day I was sitting at a desk when we came along and came me a hug (so my head was level with his tummy) and when afterwards I was mortified - there was a faint mask like shape on his shirt! He didn't notice but I was so embarrassed!





    I guessed my insecurities changed over time. I remember one day he came in and I had very little make-up on and he couldn't believe how naturally pretty I was. The more he told me how gorgeous I was I guess I started to believe it a little and started to wear make-up to accentuate my features instead of hiding them. Now, if we play-fight or kiss or whatever, I never even think of my make-up but admittedly do touch it up eventually , but only when I can be bothered! I have so many compliments about how I look now, so I guess less is more.     Rub neat washing up liquid on the foundation, it should start lifting. Then run it through the washing machine, it might take a few goes of washing up liquid and washing but I've always managed to get all traces out. I once spilt a brand new bottle of liquid foundation on a white bed spread...I really thought it was never going to come up, it took about 6 washes but at least I didn't have to throw it away

    I have naturally curly hair and I love the way it looks. I also have very nice limited edition red chi iron I only use it once in ahwhile. Them things are harsh on ppl who have really thick hair.     When my mom stopped blow drying my hair when I was little, thats when I stopped! Dont got to flat iron... I already got straight hair, but I do like to put waves in my hair occasionally...     I use Clinique ';perfectly real';. Good coverage, average price, and has SPF protection to keep your skin healthy, even on cloudy days its beneficial. If you have a Nordstroms in your town, go the counter, the beauticians will find what works best for your skin. It might cost you about $40 for liquid foundation and powder, but they will take the guess work out of the scenario and you wont end up spending money on something you wont use.     Almay is hypo-allergenic. Cover Girl is ';clean'; and feels clean on. L'Oreal has foundations. It really all depends on individual preferences and needs (sheer or more cover).





    I've found that most of the ';stand-priced'; foundations are fine. My preference is the sheerest coverage because heavier make-ups feel (and sometimes look) heavy.





    Oil-free make-ups can be very dry and cakey. Age-defying make-ups can be putty-ish.





    Keeping the skin super-clean before applying, and removing the make-up really well probably is the key to not breaking out, although heavy foundations make contribute to break-outs more than sheer foundations.





    A sheer pressed powder can make a nice finish for any foundation. (If you're problem is break-outs make sure you don't irritate your skin with something like a face cloth when you wash because that makes break-outs worse. Use either disposable cleansing cloths or your hands when washing your face.)

    My skin is actually nicer since I started using it.
    Get the Neutragena liquid base w/salicylic acid (an anti-inflammatory). Doesn't clog pores, doesn't irritate and covers nicely.





    It is about $8 a bottle but you can get it on sale. Always use a moisturizer on your face before you apply base (even if your skin is oily in places). And blend, blend blend .





    Hint: I never apply moisturizer or base with my fingers because of possible bacterial contamination from my fingers onto my face and from my fingers onto the bottle rim.


    I have been doing it this way since I've worn base and have never had it cause a bad breakout or clogged pores.
    Bare Minerals are amazing. You can get as light or as heavy coverage as you want. I love how they give you two colors so you can blend or use one or the other when seasons change incase you get a tan or become paler. I've tried a lot of other foundations, but this is by far my favorite.

    I have no idea what face base is, but if you mean primer, it goes underneath the makeup. Sequence is moisturizer first, then primer, foundation, setting powder. If you use mineral powder makeup, you don't need the setting powder. And by the way, foundation IS makeup. It's the skin-toned stuff you put on. Makeup means everything from eye liner to foundation to lipstick to eye shadow. It's a general term meaning cosmetics for the face.

    make sure you put moistureizer on and let it dry before you put on foundation. Don't put on too much foundation and make sure you hvae a quality product. I like Cllinique perfectly real foundations... After the foundation apply powder which will set the foundation in place. Also, make sure you're exfoliating your skin so that dry skin and what not aren't messing up your foundation's look.     You need to use a better foundation. My guess is you're using a drugstore brand like Cover Girl? First step: get something from Sephora, most anything there will do.





    Second, how old are you? If you're under 30, you probably can go without foundation. Just use a concealer to dab on any blemishes or dark spots. Otherwise, it looks like you're using too much.





    If the problem still happens, and you still insist on wearing foundation, use a good cleanser. The Murad line is excellent. Pricey, but a good investment since it lasts a long time. Make sure you have a smooth, even canvas to start with. This can also be accomplished by using a pre-foundation ';base'; to fill in your pores. Smashbox makes an excellent one.





    Finally, make sure you're using the right color. Have an employee at whatever store you go to help match up your skin tone with the right color. If there's a noticable line from your face to neck, it's the wrong color foundation..

    yeah it sound slike you need a different brand. it soud slike you might be using a moisturizer... if so, be sure its totally dry before applying foundation!
    Set your foundation with powder. You can use a colorless powder for that purpose. Also, make sure that you're not using too much foundation. I would also recommend that you apply the foundation with your fingers, it allows you to get it just where you need it.
    Try getting a gentle exfoliate and scrub your face gently a couple of times a week.Thy should help!

    Foundation: choosing the right shade of foundation is hard on your own, so go to a cosmetics counter and seek professional advice. They will let you try out a range of colours and advise on which suits your skin tone best.     i got oily skin as well, and i tend to break out.. but make up helps alot if you HAVE TO wear it.. the less amount of make-up is better for your skin.. i just use concealer and powder and its great.. dont use foundation!... if you can just put it on the areas you need then concealer is best.     I have really oily skin and I thought the best foundation for me was Loreal True Match Minerals Foundation Powder. You only need to apply once and it will stay on all day! It won't give you that cakey effect and it wont make your face shine, I love it! Benefit do some really good concealers, pricey yeah I know but they do really work. If you go there and ask on of the ladies they will advise you on which is best for your skin. =)

    You have combination skin oil in the T zone ( nose, cheeks and chin) and the rest is normal to dry. You need to get a facial products to cleanse, tone and moisturize your skin. Also get makeup that is for that skin type. Also use rice papers or beauty blotters to blot and keep oil under control and make up looking fresh. You can get them almost anywhere from most major brands like Mac make up. Also from Mary Kay. I use those and I know usually beauty supply stores carry them. After you do your washing the face regiment the apply moisturizer and then you can apply your foundation use a non-comedogenic one so it wont clog your pores and cause more problems. Also try no to use heavy coverage. A real good make up line to use is Jane Iredale. Its mineral make up and looks so natural and flawless. It is kinda pricey but it's worth it.     But i manage to find a solution.


    First u have combination skin, normal to oily skin. Oily on T-zone and cheeks, thats the oiliest.


    You need to use a moisturiser, doesnt mean oily skin dun need moisturiser. Our oily skin moisturiser acts as matifiers as well. Less sebum production on the affected areas.





    Get to know ur skin before u apply any foudation.


    3 steps skin care regime is a must. I use 2 find it a hassle but it paid off.........





    Use foundation dats suitable for oily skin.


    Stick ones are great! Avoid liquid ones. Also avoid 2 way cake, cause more build ups...makes it more oily. Prevent blotting with blotting paper...it will produce more oil. Use a thin sheet of tissue paper...it helps...dab lightly ..on the areas....





    p/s: its best after applying moisturiser, find a great makeup base to hold your makeup longer and less shine. It helps UV rays and even ur skin tone.

    One of the areas in which disagreement among Austrian economists may seem to be nonexistent is that of methodology. Yet I shall attempt to point out that even with respect to method there are differences of opinion among individual thinkers. Some light may be cast on these differences by drawing attention to two distinct strands of thought that run through the writings of Austrian economists on the question of method. By separating these strands and then focusing on each in turn, we may discover and define different perspectives on economic method and perhaps more clearly understand how these different perspectives grow out of the unique view of method shared by all Austrian economists.





    2.2.1


    The general outline of the Austrian position on methodology is well known. Austrian economists are subjectivists; they emphasize the purposefulness of human action; they are unhappy with constructions that emphasize equilibrium to the exclusion of market processes; they are deeply suspicious of attempts to apply measurement procedures to economics; they are skeptical of empirical ';proofs'; of economic theorems and consequently have serious reservations about the validity and importance of a good deal of the empirical work being carried on in the economics profession today. These are the general features of the position that we know very well; yet within this general view we can distinguish two independent strands of argument. It is upon this debate that I should like to focus my attention in this paper.





    2.2.2





    TWO TASKS FOR ECONOMIC EXPLANATIONS








    It will be helpful to cite two statements鈥攂y prominent Austrian economists鈥攁bout what economics as a discipline is supposed to achieve. The first is by Friedrich A. Hayek, and the other is by Ludwig M. Lachmann. Hayek in his Counter-revolution of Science contended that the function of social science, and by implication economics, is to explain how conscious, purposeful human action can generate unintended consequences through social interaction.*39 The emphasis here is on the unintended consequences of individual human decisions. To explain phenomena that are not the unintended consequences of human decision making is outside the scope of the social sciences in general and economics in particular. Hayek's position was cited by Alexander Gerschenkron in his contribution to the Akerman Festschrift, and I think Gerschenkron was perceptive in focusing on exactly what is, in Hayek's view, the fundamental task of economic explanation.*40





    2.2.3


    Let us contrast the Hayek view with one expressed by Lachmann. Lachmann's position on the purpose of economic explanations is dealt with at length in his contribution to the Hayek Festschrift, Roads to Freedom.*41 Here, however, I shall quote from a more recent statement of his position that appeared in his review of John R. Hicks's Capital and Time:








    Economics has two tasks. The first is to make the world around us intelligible in terms of human action and the pursuit of plans. The second is to trace the unintended consequences of such action. Ricardian economics emphasized the second task, the ';subjective revolution'; of the 1870s stressed the urgency of the first, and the Austrian school has always cherished this tradition.*42





    Thus, we have here two tasks for economics. Besides the task that Hayek emphasized鈥攖he tracing out of the unintended consequences of action鈥攚e have the requirement that it make the world around us intelligible in terms of human action.





    2.2.4


    It is worth reminding ourselves that the two tasks Lachmann identified are to be found in Carl Menger's writings. In the third part of his 1884 book on methodology Menger pointed out that actions do have unintended consequences, and he made it very clear, as Hayek had done, that economics is the science that is able to explain how these unintended consequences emerge in the market place.*43 But Menger was also aware of the other task Lachmann emphasized. In a letter Menger wrote L茅on Walras, cited by T. W. Hutchison in several of his writings,*44 Menger insisted that the economist is not merely after the relationships between quantities, but the essence of economic phenomena: ';the essence of value, the essence of land rent, the essence of entrepreneurs' profits, the essence of the division of labor.';*45 This view is what Kauder meant when he described Menger as holding that economics deals with social essences,*46 and what Hutchison called ';methodological essentialism.';*47





    2.2.5





    TWO BASIC AUSTRIAN TENETS








    I have asserted that two distinct strands of thought may be identified in the writings of Austrian economists with regard to the meaning and purpose of economic explanation. I would now like to distinguish two distinct insights about the economic world that receive varying emphasis and are not often adequately differentiated. First, there is the insight that human action is purposeful, and, second, there is the insight that there is an indeterminacy and unpredictability inherent in human preferences, human expectations, and human knowledge. Now these two insights are really quite distinct, because one does not encompass the other in any logical or epistemological sense. That human action is purposeful is an insight by itself, and that human knowledge and expectations are largely unpredictable is another. Nor is the truth of these two propositions equally obvious. The purposefulness of human action is something we arrive at by introspection. In this sense it is ';obviously'; true. On the other hand, the insight that men's preferences are inherently unpredictable鈥攖hat we cannot discover consistent patterns in what men prefer and that we cannot postulate that there are consistent patterns in what men know and expect to happen鈥攃annot be arrived at by introspection. The truth claimed for this last insight depends on our observations of our fellow men; that we do as a matter of fact find them to be unpredictable in their actions and expectations about future states of the world.





    2.2.6


    To me, the different emphasis Austrian economists attach to these basic insights is largely responsible for their different attitudes regarding the purpose of economic explanation. The recognition of purposefulness is, of course, fundamental to our definition of economics as the logic of choice. We are able to use our logic to simulate the actions of other human beings only because we share the logic that other men's purposes lead them to harness in their own interests. The recognition of purposefulness is essential to our positive conception of economics as the logic of choice and to our enterprise of studying the consequences of purposeful action. But if we consider those aspects of the Austrian approach that are used, not to derive economic laws, but to criticize other areas of contemporary economic thought, then the second of these basic tenets comes into prominence. Our dissatisfaction with empirical work and our suspicion of measurement rest on the conviction that empirical observations of past human choices will not yield any regularities or any consistent pattern that may be safely extrapolated beyond the existing data at hand to yield scientific theorems of universal applicability.





    2.2.7





    THE SIGNIFICANCE OF PURPOSEFULNESS








    Let us try to understand the role these basic tenets of Austrian economics play in the Lachmann-Hayek discussions concerning what economic explanation is all about. In 1938 T. W. Hutchison published The Significance and Basic Postulates of Economic Theory.*48 The book received a blistering Austrian-like critique from the pen of Frank H. Knight, who was on most other issues, such as capital theory, not in sympathy with the Austrian school. In that article Knight conveyed some brilliant insights about the relationship of economics to the study of human action. Knight noted that ';the whole subject of conduct鈥攊nterests and motivation鈥攃onstitutes a different realm of reality from the external world.'; In addition to the external world, with which the natural sciences are conversant, there is a different realm of reality, a realm no less real than the external world, but nevertheless different from it. This other realm is that of human conduct, which Knight identified as interests, motivation, and purpose.








    The first fact to be recorded is that this realm of reality exists or ';is there.'; This fact cannot be proved or argued or ';tested.'; If anyone denies that men have interests or that ';we'; have a considerable amount of valid knowledge about them, economics and all its works will simply be to such a person what the world of color is to the blind man. But there would still be one difference: a man who is physically, ocularly blind may still be rated of normal intelligence and in his right mind.*49





    Here, surely, we have the first of the basic tenets of Austrian theory, that there is a realm of reality constituted of human motives, interests, and purposes, and that, although purposes cannot be seen or touched, they are nonetheless ';there.';





    2.2.8


    When Lachmann called upon economists to make the world intelligible in terms of human decisions and purposes, I take it that he was telling us the following: It is the task of science to describe and explain reality. If reality consists of more than the external world, then a science that is confined to the facts of the external world is simply incomplete. It does not account for everything that is there. The Austrian approach insists that there is something besides the facts of the external world and the relationships that may be postulated between these bare facts. What is that something else? It is the realm of reality that Knight pointed to, the realm of purposes. And even if one were able to explain the facts of the external world in terms of similar facts, without regard to the human purposes underlying these facts, one would not have explained everything there is to be explained, not have set forth everything there is to set forth. One would have failed to make the world intelligible in terms of human action, that is, in terms of human purposes. Thus, even if the second Austrian tenet (that there are no constants in human behavior) were false, even if one were able to postulate consistent chains of cause and effect that depend only on externally observable phenomena, still one has failed to fulfill one's scientific obligation. There is a realm of reality called purposes. It is there, and if we fail to point it out, then we fail in the task of making the world intelligible in terms of human action.

    Let us consider a simple example. Suppose a man from Mars is doing research for his doctorate and, after focusing his telescope on a particular location on Earth, discovers a certain regularity. Through his telescope he observes a set of boxes lined up in a row. He further discovers that a smaller box moves past these boxes every day at 7:30 A.M., comes to a stop at one of the boxes, and then, after a short stay, moves on. Moreover the investigator discovers something else; out of one of these boxes a body emerges every morning, and when the moving box makes its daily stop, the body is swallowed up by the moving box. Discovering this regularity, the researcher postulates a definite law, the law of moving boxes and bodies. As he goes on with the research, however, he discovers that sometimes the box moves away before the body has entered it, leaving the body behind altogether; while sometimes the body moves at an unusually rapid speed, arriving at the daily moving-box stop just in time to be swallowed up before the box moves on. Now this Martian researcher may be able to predict just when the person is going to miss the box and when he is going to catch it. He may even be able to explain the movements of the body and the box entirely without reference to the fact that someone is trying to catch the bus because he wants to get to work on time. But if he does so, he has not told us everything there is to be learned about this situation. A theory of moving bodies and boxes that does not draw attention to the dimension of purpose gives a truncated picture of the real world. This is what economics, in the Austrian view, is all about. Economics has to make the world intelligible in terms of human motives. It is more than simply moving boxes or changing economic quantities. This is the task to which Lachmann drew our attention when he insisted that we must make the world intelligible in terms of human purpose.





    2.2.10


    A memorable passage in Hayek's Counter-revolution is the one in which he explained that objects useful to human beings are simply not objective facts.








    In fact most of the objects of social or human action are not ';objective facts'; in the special narrow sense in which this term is used by the [natural] Sciences...they cannot be defined in physical terms.... Take the concept of a ';tool'; or ';instrument,'; or of any particular tool such as a hammer or a barometer. It is easily seen that these concepts cannot be interpreted to refer to ';objective facts,'; i.e. to things irrespective of what people think about them.*50





    Pursuing this point Hayek asserted (in a footnote reference to the work of Ludwig von Mises) that every important advance in economic theory in the preceding century had been a result of the consistent application of subjectivism.*51 Lachmann's advice to economists paralleled Hayek's. According to Hayek, when we deal with artifacts鈥攚ith tools and instruments or other products of human beings鈥攚e have not exhausted the description of what it is that we are describing if we stubbornly confine ourselves to their physical entities. We have not described a hammer until we have drawn attention to its purpose. Lachmann, similarly, instructed us that when we deal with broader questions, with institutions and regularities in economic affairs, we have not completed our task if we have not called attention to the purposes and motives and interests that underlie these phenomena. A hammer is more than a handle with a metal head; so is a price more than a number, milk consumption more than a number of gallons, and its relationship to price more than a simple functional relationship. A whole world of interests and motives is ';there,'; is real, and it is surely our responsibility as scientists to make it clear.





    2.2.11


    Critics of Austrian methodology often argue that since praxeology deals with unobservables, it is inherently incapable of telling us anything scientific about observables. The latest (and perhaps the clearest and most sympathetic) statement of this argument was by James Buchanan, in his contribution to the Hayek Festschrift,*52 when he drew attention to the distinction between (1) the logic of choice (what he called the abstract science of economic behavior) and (2) the predictive science of human behavior. Buchanan argued that if we treat economics as the logic of choice, it cannot in principle lead to refutable hypotheses because no particular preference ordering has been specified, and to that extent it cannot tell us anything about the real world.





    2.2.12


    In answer to Buchanan, our discussion indicates that the truth is the other way around. We are not only able to say something about the real world; we are also able to say a great deal about a large and important area of human experience about which other disciplines are necessarily silent鈥攖he realm of purpose. This needs to be stated and restated, emphasized and reemphasized, again and again! The real world is more than the external world; the real world includes a whole range of matters beyond the scope of the measuring instruments of the econometrician. Economic science must be able to encompass this realm.





    2.2.13


    It is helpful in pursuing this strand of thought in Austrian methodology to constrast the Austrian use of purpose with the rationality hypothesis often employed by economists. For many non-Austrian economists this hypothesis is invoked with apologies and is considered something of a necessary evil. It is used to get theoretical results and is justified on the grounds that these results seem to fit the facts of the outside world although the hypothesis is philosophically suspect. Thus we find Gary Becker eager to demonstrate how certain fundamental theorems of economics do not require the rationality hypothesis鈥攖hat rather embarrassing piece of excess baggage.*53 For Austrian economists, on the other hand, the notion of purposefulness is not merely a useful tool to obtain results but an essential element of economic reality that cannot be omitted. Making reference to human plans and motivations is an essential part of the economist's scientific task.





    2.2.14





    THE UNPREDICTABILITY OF KNOWLEDGE: A DILEMMA








    Let us turn to the second basic tenet of Austrian methodology, the proposition that there is an inherent unpredictability and indeterminacy with regard to human preferences, expectations, and knowledge. I have already pointed out that this proposition does not have the same introspectively obvious ring of truth that the idea of human purposefulness does. Are we really so certain that human wants and human preference-orderings and the manner in which they undergo modification are inherently unpredictable? In fact, I wish to suggest that asserting this creates something of a dilemma for the Austrian economist.





    2.2.15


    There is a passage in an essay by Hayek that deals with this very question. In that essay Hayek discussed the concept of equilibrium and raised the problem of whether or not there is a tendency toward equilibrium in the economic world. Hayek remarked:








    It is clear that, if we want to make the assertion that, under certain conditions, people will approach that state, we must explain by what process they will acquire the necessary knowledge. Of course, any assumption about the actual acquisition of knowledge in the course of this process will also be of a hypothetical character. But this does not mean that all such assumptions are equally justified. We have to deal here with assumptions about causation, so that what we assume must not only be regarded as possible...but must also be regarded as likely to be true; and it must be possible, at least in principle, to demonstrate that it is true in particular cases. The significant point here is that it is these apparently subsidiary hypotheses or assumptions that people do learn from experience, and about how they acquire knowledge, which constitute the empirical content of our propositions about what happens in the real world.*54





    2.2.16


    Hayek, then, asserted that when postulating a tendency toward equilibrium, we do have to resort to a particular empirical proposition. Moreover, the empirical proposition in question would seem to contradict the other idea that there are an inherent unpredictability and an indeterminacy about human preferences and human knowledge. If we are to be able to say anything about the process of equilibration, especially if we are to say something about the course by which human decisions lead to unintended consequences, we shall have to rely upon the particular empirical proposition that men learn from market experience in a systematic manner. This is inconsistent with the second tenet underlying Austrian economics that there is an inherent indeterminacy in the way by which human knowledge changes.





    2.2.17


    Hayek's argument is straightforward. In disequilibrium man's knowledge is imperfect, some people are making mistakes; equilibrium is the situation in which nobody is making mistakes. A movement from disequilibrium to equilibrium must therefore be one in which men gradually learn to avoid mistakes, so that their actions become more and more coordinated. Where do we derive our confidence that this type of learning in fact takes place? Hayek stated very clearly that this is an empirical hypothesis. If we reject this hypothesis, then we reject the basis for viewing the market process as an equilibrating mechanism鈥攖hat is, reject the claim that economics can tell us anything definite about the unintended market consequences of human actions. We may still be able to make the world intelligible鈥攖hat is, we may explain that what happens happens because human beings pursue their purposes. We can assert that their interacting decisions generate certain changes in knowledge, but we shall no longer be able to say in which particular directions knowledge changes, and we can no longer postulate a determinate process toward equilibrium. We shall, to put the matter succinctly, not be able to go beyond the first Lachmann task in order to pursue the program advanced by Hayek. If, however, we confine ourselves to the enormously important task of making the world intelligible in terms of human purposes, we need not accept Hayek's empirical proposition about the coordination of plans and the progressive elimination of mistakes. But if we are to explain the unintended consequences of human action, that is, if we are to assert that there is a tendency for entrepreneurial profits to be eliminated, or for prices to move in one direction rather than another, we must be able to say something about the manner in which human knowledge and human expectations undergo modification. If one accepts this particular empirical hypothesis, one has surely weakened, perhaps irreparably, the second basic tenet underlying Austrian methodology.





    2.2.18





    CONCLUSION








    We have identified two requirements of economic explanations that Austrian economists consider important. We have also identified two basic tenets that seem fundamental to Austrian methodology. It turns out, however, that while one of these basic tenets, that of human purposefulness, is sufficient to sustain one of these two requirements (that of making the world intelligible in terms of human action), the second, which asserts the unpredictability of human knowledge, is inconsistent with the requirement that economic explanations trace the unintended consequences of human action. It seems therefore that the future progress of the Austrian school in applying its basic methodological tenets requires some decision about the extent to which the second tenet about the inconstancy of human purposes and knowledge can be upheld as a general proposition.What are the two basic fundamental facts that make up the foundation of economics?
