What is the difference between foundation and powder make-up?

Is one better than another? or do certain women with certain skin types use one over the other? And if so which skin types go with what type of make-up? Or are they supposed to be used together? I'M TOTALLY CONFUSED.What is the difference between foundation and powder make-up?
Foundation can come in a liquid, cream, stick, or powder form. It is used all over the face to even skin tone and provide a base for the rest of makeup.

Powder comes loose or pressed, and when people usually say powder they're not referring to powder foundation, but translucent or skin toned powder used to ';Set'; the rest of makeup. I prefer loose translucent powder for this, you just dust it over your face after everything else is done to control shine and keep the makeup there longer.

You sin type can help guide you to the form of foundation to use (normal- liquid, dry-cream, oily- liquid or powder, etc). But you can find good makeup in any form for your skin type if you know what to look for. What is the difference between foundation and powder make-up?
